Background of forests and poverty
The main indicators used to measure poverty trends in the pRS Paper are : gross domestic product, actual growth rate, inflation rate, incidence of poverty, severity of poverty, education, gender parity index in primary and secondary education, percentage of househoulds with access to drinking water, percentaga of the budget allocated for education teacher/student ratio, classrom/student ratio, unemployment rate. But very few of these indicators are related to forest households, thereby buttressing the idea that forestry is given low consideration as a poverty reduction tool in the national poverty strategy
